What “Seismic Design Category” actually means
Seismic Design Category is a classification in the California Building Code (CBC) and ASCE 7 that combines two things: how close a site is to active faults and strong ground motion, and how the building will be used (an occupied classroom carries more risk than a storage building). The result is a letter grade, A through E, that determines how much lateral bracing, shear wall, and hold-down hardware the structure needs to survive an earthquake without collapsing.
The manufacturer engineers the building itself to its assigned SDC at the factory — that part is baked in before it ever leaves the plant. What changes site to site, and what a broker or buyer needs to plan for, is the foundation and the site-specific engineering that ties the building down to the ground beneath it.

Most private-sector modular projects we broker in California — schools, churches, office buildings — fall into SDC D. That’s not a red flag; it’s simply the baseline for a state that sits on multiple active fault systems. SDC E projects are less common but not rare, and they change the conversation in a specific way: they require a wider structural separation from any adjacent building (so the two structures can’t sway into each other during an earthquake) and a heavier engineered connection package.
What higher SDC means for your foundation
The building’s SDC doesn’t just affect the factory-built shell — it determines what kind of foundation is allowed underneath it. For the large majority of HCD-permitted modular projects in California, the answer is a CP Pier System: a state-approved (California), powdercoated black, adjustable steel pier system rated for 100 mph wind loads and 100 lb snow loads. It’s fast to install, cost-effective, and — because it’s not poured in place — the building stays relocatable.
Two situations push a project past the standard CP Pier system:
- Soft or uneven soil conditions, regardless of SDC, which usually call for a pier-and-pad system with a poured-in-place concrete base for extra stability.
- DSA-permitted projects, or private projects at SDC D/E on challenging sites, which typically require a fully engineered foundation — site-specific structural design, soils report, and seismic calculations — rather than a standard pier system.
That engineered foundation step is exactly where projects gain the most cost and timeline if it’s not planned for early. It’s also why, in high seismic zones (SDC D/E), we always recommend a soils report before committing to a foundation type or a firm price.
A California example
On a recent iModular project for the San Gabriel County Water District in Rosemead, CA, we remodeled, converted, and installed a 24’×40′ office building — a straightforward CP Pier installation appropriate for that site’s seismic and soil conditions. On the higher end of the spectrum, California manufacturer Modular Solutions Incorporated (MSI) recently completed a 48’×60′ Cal Fire office building engineered to Seismic Design Category E — the kind of project that requires the full engineered shear-wall and hold-down package described above. Same product category, very different engineering scope, driven entirely by SDC.
What this means for your cost and timeline
As a rule of thumb: higher SDC means more engineering, which means higher cost and a longer timeline — mainly in the foundation and permitting phases, not the factory build. A standard CP Pier installation at SDC D can often move in weeks. An engineered foundation for a DSA project or a difficult SDC E site can add real time for soils testing, structural calculations, and plan check. The earlier your broker or manufacturer knows your site’s SDC and soil conditions, the earlier that timeline gets locked in instead of discovered midstream.
Frequently asked questions
Does a used modular building already meet California seismic code?
Its structural shell was engineered to whatever SDC applied at its original build location. Moving it to a new site means re-verifying that the original engineering meets the new site’s SDC and, in most cases, engineering a new foundation for the new location regardless.
