Every accessible ramp for a California modular building starts from the same number: the building’s finished floor height. Get that number right and everything else — ramp length, landings, cost — follows predictably. Get it wrong, or quote off a spec sheet instead of a measurement, and the ramp becomes the thing that delays your final inspection. Here’s how ADA and California’s CBC Chapter 11B actually size a ramp, and what tends to go wrong.
The one number that drives everything
At the maximum allowed slope, the math is simple: ramp run = finished floor height × 12. A building that sits 24 inches off grade needs a minimum 24-foot ramp run. A building that sits 36 inches off grade needs 36 feet. That’s why a ramp can’t be firmly priced or drawn until the building has actually been set and leveled on site and someone measures the real finished floor height — spec-sheet heights are nominal and shift with pier layout and grade.

That 30-inch rise cap catches people off guard. A 40-inch floor height isn’t “40 feet of straight ramp” — federal ADA and California’s 11B both cap the rise between landings at 30 inches, so anything taller needs at least one intermediate landing and a longer, broken-up run.
Core dimensional requirements
- Slope — maximum 1:12 (8.33%). Steeper is never permitted on new work.
- Rise per run — maximum 30 inches between landings.
- Clear width — minimum 36 inches between handrails.
- Landings — required top and bottom of every run, minimum 60″ long in the direction of travel, at least as wide as the ramp it serves. Where the ramp changes direction, the landing must be 60″×60″ minimum. The top landing also has to leave enough room for the door to swing — a landing that’s technically the right size but too shallow for the door clearance still fails inspection.
- Handrails — required on both sides of any run with more than 6 inches of rise. Gripping surface 34″–38″ above the ramp surface, with 12-inch horizontal extensions at top and bottom in the direction of travel.
- Edge protection — a curb, barrier, or extended surface on each open side of the ramp and landings, so a wheel can’t drop off the edge.
- Cross slope — maximum 1:48 (2.08%). This is the dimension most commonly missed on site-built ramps over uneven grade.
California’s stricter standard: CBC Chapter 11B
California doesn’t just enforce federal ADA — it enforces CBC Chapter 11B, which is generally at least as strict and in places stricter. Where the two differ, 11B governs. Don’t plan a California ramp to bare federal ADA minimums and assume that’s the ceiling; confirm with the local building authority whenever a dimension is close to a threshold.
A real California example
On a 2021–22 project for the San Gabriel County Water District in Rosemead, CA, we remodeled, converted, and installed a 24’×40′ office building with a handicap access ramp — sized off the building’s actual set height, not a spec-sheet estimate. Common mistakes that fail inspection
- Quoting off a spec-sheet floor height instead of the building’s actual set height.
- Forgetting the 30-inch rise cap and assuming a taller building just needs “more ramp” in a straight line.
- A landing that’s the right footprint but too shallow for the door swing — landing size and door maneuvering clearance are separate requirements, and both have to pass.
- Ignoring the path of travel from the accessible parking space to the ramp — a perfect ramp still fails the project if that route isn’t compliant.
- Assuming federal ADA is sufficient in California — it often isn’t, once 11B is applied.
What this means for your budget
For a low, short ramp, the cost is often absorbed into the overall building price. For a longer run, multiple landings, or a switchback layout, the ramp becomes its own line item — priced after the building is set and the real conditions are known.
