A stock modular building is one that’s already built, already approved by the state, and sitting in inventory right now — no factory lead time, no waiting on a new HCD plan check. In California, that’s the difference between occupying a classroom or office in 3–4 weeks versus 3–6 months.

What makes a building a “stock unit”

Every modular building placed in California has to clear the state’s plan check and inspection process before it can be occupied — HCD for private schools, churches, and commercial buyers; DSA for public K–12 campuses. Normally that approval is tied to one specific building, one specific site. A stock unit already has that approval in hand. A manufacturer or dealer built it, got it inspected, received the state insignia, and it’s parked in a yard waiting for a buyer instead of a specific job. Buy it, and you skip the plan check queue entirely.

Why it’s faster

A custom-built or newly-permitted modular building follows the full timeline: engineering and plan prep (2–4 weeks), HCD plan check (4–8 weeks typical, longer with corrections), then manufacturing or refurbishment, delivery, and final inspection. Most private-sector projects land in the 3–6 month range start to finish. A stock unit skips straight to delivery and installation — typically 2–6 weeks out the door, on site within days of that.

Wet vs. dry stock units

Stock inventory generally splits into two categories:

  • Wet units include plumbing — a restroom with toilet and lavatory built in. More versatile, but they need a water and sewer connection on site before occupancy.
  • Dry units have no plumbing. Simpler, faster to place, and a common choice when the client will use existing site facilities or the building is short-term.

Some stock units also ship partially finished — the structural shell and state approval are complete, but interior flooring, walls, or ceiling are left bare for the buyer to finish on their own schedule and budget. That’s a meaningful way to lower the purchase price without touching the timeline advantage.

When a stock unit is the right call

Stock units aren’t the right fit for every project — the layout is fixed and finishes are usually standard. But they’re the clear answer when:

  • You need occupancy in under 8 weeks
  • Budget is tight and a custom build isn’t realistic
  • The need is genuinely temporary — 1 to 3 years
  • You need basic, functional space rather than a custom layout
  • You’re replacing space lost to a fire, flood, or other emergency

The trade-off is availability — stock inventory is first-come, first-served, and specific sizes or finish levels move fast, especially heading into a school year. If timing is close, it’s worth calling to check what’s actually sitting in the yard rather than assuming a size is available.
